 본 연구에서는 북한이 체제전환 과정에서 어떤 경제정책을 선택했을 때 추격 성장에 성공할 수 있는지를 살펴보았다. 이를 위해 북한의 체제전환 시나리오로서 현상유지형, 중국식 시장사회주의, 남북통합의 세 가지 시나리오를 상정하고 각 시나리오에서 북한의 추격 성장을 위한 경제정책들을 검토하였다. 현상유지형 이행 시나리오에서는 통상적인 체제이행 정책만이 시행되어 추격 성장이 불가능한 반면, 중국식 시장사회주의로 이행하거나 남북한이 통합되는 시나리오에서는 추격 성장의 가능성이 비교적 높은 것으로 평가되었다. 중국식 시장사회주의로 이행하는 시나리오에서는 화교 자본의 급속한 유입을 토대로 추격에 성공한 중국 복건성의 노동집약적 수출공업화 모델과 저임금, 국제적 연결망, 우수한 IT인력을 이용한 인도의 IT서비스 수출 주도 전략을 고려할 수 있다. 또한 남북한이 통합되어 북한 지역에 대한 투자가 확대되는 시나리오에서는 이 두 가지 정책옵션 이외에도 풍부한 자원 수출로 얻은 자금을 이용하여 신재생에너지 산업을 선점하는 전략의 적용 가능성이 높은 것으로 평가되었다. 그러나 이와 같은 정책옵션을 이용하여 북한이 추격 성장에 성공하기 위해서는 현재의 제한적인 개혁 개방 정책에서 탈피하여 적극적인 개혁 개방 정책을 도입해야 하며 무엇보다 남한의 자본과 국제적 연결망을 최대한 활용할 필요가 있다.

 North Korea proposed ‘leapfrogging’ as an alternative to overcome its economic difficulties in the early 2000s; and undertook limited reforms in 2002 (7.1 Measures) and 2012 (6.28 Directives). However, they have yet to realize the intended results. This paper focuses on the policy options available to North Korea to achieve economic catch-up. To this end, three possible scenarios, i.e., gradual transition, socialist market economy like China, and economic integration of two Koreas, are set up and policy options under such scenarios are explored. The following policy options can be considered for North Korea’s economic catch-up: (i) the export-oriented, labor-intensive industrialization of Fujian Province in China based on the massive inflow of capital from overseas Chinese; (ii) India’s IT-oriented export model using international linkages, low cost and well-educated labor pool; and (iii) development strategy utilizing the export revenue from natural resources. To accomplish catch-up growth based on these options, North Korea needs to shift its focus from limited reforms to overall reforms and opening up, and also to utilize much of South Korean capital as well as international linkages.
